SESAR Solution Cost Benefit Analysis (CBA) 2023

The 2023 SESAR Solution Cost-Benefit Analysis (CBA) provides economic evaluations of advanced air traffic management solutions at pre-deployment (V3) maturity. Conducted by the SESAR Joint Undertaking, the CBA assesses whether innovations deliver net value across stakeholders, including airlines, airports, and air navigation service providers. It quantifies capital, operational, and transition costs against benefits such as reduced delays, fuel savings, improved safety, and increased airspace capacity. Using indicators like Net Present Value (NPV), cost-benefit ratios, and payback periods, the analysis demonstrates generally strong economic viability, often with short payback timelines. While airlines capture significant financial gains, infrastructure providers bear higher upfront costs. Overall, the 2023 SESAR CBAs confirm that modern ATM solutions can generate substantial system-wide efficiency, environmental, and operational benefits across Europe’s aviation network.
