Winvota Project Solution is a Sovereign Physical–Financial Public Investment Management Information System (SPFMIS) designed to place the state firmly in control of the full public investment life cycle. At its core is the Integrated Project Bank (IPB)—a national, ICT-enabled repository that registers, governs, and tracks all public investment interventions from project conception to ex-post evaluation.
The system provides unified oversight across the entire investment cycle, including project identification, preparation, appraisal, approval, budget review and selection, implementation, adjustment, monitoring, evaluation, project closure, end-term assessment, and ex-post review. By consolidating these functions within a single platform, Winvota Project Solution safeguards institutional memory, procedural discipline, and sovereign control over investment decisions.
Winvota Project Solution covers all investment interventions competing for public resources, including basic studies, projects, and programs. Registration within the system establishes a single authoritative record for each intervention seeking budgetary support, reinforcing transparency and preventing fragmentation or parallel project pipelines.
The platform enables implementing agencies to submit and manage all key investment documents, including project concept notes, preliminary feasibility studies (PFS), feasibility studies (FS), quarterly and annual performance reports (QPR, APR), mid-term reviews (MTR), end-term evaluations, and ex-post evaluation reports. These submissions are reviewed by the relevant statutory appraisal and oversight authorities, which issue formal technical-economic opinions that are permanently recorded in the system to guide implementation, monitoring, and subsequent decision-making.
At the center of the system is the Project Profile File (PPF)—a comprehensive sovereign project dossier containing core formulation data, appraisal and advisory inputs, ex-ante assessment results, investment program linkages, expected development outcomes, and the status of both financial and non-financial performance indicators, including budget execution.
The system also integrates spatial and georeferenced project data, either directly or through secure linkages, enabling territorial oversight and alignment with national and sub-national development plans.
Overall, Winvota Project Solution supports public authorities throughout pre-investment processes (project identification, preparation, and appraisal), investment execution (implementation, adjustment, and performance reporting), and post-implementation stages (completion review and ex-post evaluation). By serving both project-level implementers and portfolio-level decision-makers, the system enables informed, timely, and sovereign decisions over public capital allocation, performance, and long-term asset stewardship.
