Winvota Consulting has participated in the establishment and strengthening of sovereign Public Investment Management (PIM) units mandated to exercise independent, state-led review and economic appraisal of public investment initiatives prior to their inclusion in the national budget. These units are designed to ensure that public investment decisions are determined by national development priorities and political authority, rather than by ad-hoc interests or external appraisal regimes.

As part of this mandate, the central steering entity develops and enforces sovereign appraisal methodologies and standards governing the identification, formulation, and assessment of investment projects. It also administers national project information systems that maintain state oversight across the full investment life cycle—from project conception and appraisal to implementation, monitoring, and ex-post evaluation—thereby preserving institutional memory and strategic coherence.

Winvota Consulting has further supported the rollout of integrated sovereign PIM systems across national public institutions and relevant state-linked entities, as well as across sub-national governments. This support focuses on core state functions, including: the identification, formulation, and appraisal of territorially grounded investment projects; the maintenance of authoritative project inventories; the financial and physical control of project execution; the conduct of ex-post performance and impact assessments; and structured information exchange with central planning authorities and the budget function.
