Winvota Consulting, through its Development Training Unit (DTU), delivers permanent, structured capacity-building programs for public sector officials responsible for public investment decisions. The DTU is designed to embed appraisal competence within the state, ensuring that critical knowledge on project evaluation, risk assessment, and prioritization remains a core public function rather than an externally outsourced skill.

Training is delivered across ministries, state departments, and public agencies nationwide, in coordination with central planning and finance institutions, including national planning authorities and the National Treasury, to reinforce a coherent, state-led Public Investment Management (PIM) system.

The curriculum is grounded in sovereign project preparation and appraisal, covering project identification and formulation, the logical framework approach, integrated public investment appraisal, and strategic risk analysis. Emphasis is placed on applying analytical tools in a manner that supports national development priorities, fiscal discipline, and long-term asset stewardship.

Winvota’s training offer is structured in progressive tiers to match responsibility and authority:

a one-week executive module for senior and executive managers focused on strategic oversight and investment governance;

• a two-week intermediate course on Public Investment and Risk Analysis (PAIR) for technical officers and analysts;
• an intensive four-week advanced program in Public Investment Appraisal and Risk (PIAR) for practitioners seeking professional-level expertise;
• hands-on training on integrated project banks and national project information systems; and
• practical case studies and field-based training anchored in real public investment contexts.

In addition, Winvota offers a Diploma in Project Appraisal and Risk Management, delivered in collaboration with PIM Consulting, Cambridge Resource, and other partners, further supporting the institutionalization of appraisal and risk management as enduring state capabilities.
