ENTSOG Cost Benefit Analysis Methodology-Project Specific CBA Methodology 2013

The European Network of Transmission System Operators for Gas (ENTSOG) developed the ENTSOG Project Specific Cost-Benefit Analysis Methodology 2013 to assess the economic value of individual natural gas infrastructure projects in Europe. The methodology supports implementation of Regulation (EU) No 347/2013 on Trans-European Energy Infrastructure, which requires transparent appraisal of gas Projects of Common Interest. It provides a structured framework for evaluating pipelines, compressor stations, storage facilities, and LNG terminals. The approach compares project investment and operating costs with system-wide benefits generated in the European gas market. Key benefits assessed include improvements in security of supply, market integration, competition, price convergence, and network flexibility. The methodology relies on gas network modelling and scenario analysis to estimate changes in flows, congestion, and market prices caused by the project. Results are presented through standardized indicators, enabling consistent comparison of infrastructure proposals and supporting evidence-based regulatory and investment decisions across Europe.
